Well, that is basically what mods do, and if someone were to create a mod called "More trucks on truck stops" that would be nice. But I haven't seen something like that.
I understand if you don't want to use mods, It's totally your decision. When I first bought the game I played a year and a half before even thinking of using mods. Thanks a lot for supporting my page, keep on trucking mate! ;)

To answer your question, a guess you can call it staged, because in the base game there would never be that much trucks at the parking lot, I use the Promods map V2.11 and I think they increased the amount of trucks in all rest stops. Thanks for dropping by again ;)
