Just like in real life, this guy is risking himself and others by doing that.. You did well leaving him room to get back to his lane, the rest is his fault.. And you're right, I haven't seen a head-on accident in this game, the cars are stopping at the last moment face to face and trying to get back to their lanes ;P

I was waiting for someone to notice that... that car sat in the left lane and refused to pass or merge for quite a few KM. I kept waiting for a head on collision. Ok, the game doesn't let AI cars to that I think but it was weird as heck to see him there, blinker on to go right, and not do it. And I left a big gap for him too.
